I've found a DosBox-run version of Oddballz that works in Windows 10 and an archived version of an old breed called Athleto Dogz.
I had troubles finding instructions on how to install downloaded Oddballz breeds, so I decided to write up these instructions.
These instructions are specific to the DosBox version I downloaded and the Athleto Dogz breed, but hopefully it can be used as a jumping off point for other breeds. (Unfortunately, I only know how to do this for the Windows version, I don't have a Mac.)
I downloaded the game from here. (Go to Resourcez, Petz Installers, then scroll down to Oddballz, then click the Oddballz rectangle above the instruction slides. They have Petz 1 through 5 and Babyz as well, but I've only tested Dogz 1, Catz 1, and Oddballz.)
It downloads as a WinRar archive, so extract it and follow the instructions on the slides, and the game will be ready to play in DosBox mode.
The Oddballz breed I'm working with is called Athleto Dogz and you can download them here (Click on Downloads, it’s the first one listed). I'm using the Windows version of the file, it downloads as ath.esp.
From what I can tell .esp Petz files were originally extracted by the program Petz Installer. However, they can also be extracted using 7-Zip. Petz Installer seemed to not be installing right on Windows 10, so I used 7-Zip and it worked just fine.
You right click on the ath.esp file, go to 7-Zip, then click "Open archive".
You'll see 4 files:
ATH.ODD
ATH.ODx
atPlush.bmp
espinfo.inf
Select all of them and then click "Extract". They'll extract to the folder you have ath.esp in, so you might want to make a new folder to keep them contained.
Now that you have the files, go back to the Oddballz Installers DosBox (or wherever you have your Oddballz files if you've got it installed another way).
Take the atPlush.bmp and follow this file tree:

Move or paste atPlush.bmp into the TEXTURES folder with the rest of the textures.
Next, make a folder called ATH and put in ATH.ODD, ATH.ODx, and espinfo.inf. Once all three files are in the folder, follow this file tree:

EGGZ
Move or paste the ATH folder here, there's folders for every breed of Oddballz in the game.
With the four files in the right place, you should be good to go and start the game.
When you start the game, it'll pop up a message saying that a new breed has been added to the game.
Athleto Dogz is a recolor of 102, so it has the Dalmatian-spotted egg. Its egg is located in the third tray, you can use the arrows above the eggs to change trays.
